The EU RoHS directive and electronic industry in China
In January 27, 2003, the European Parliament and of the Council by 2002 / 95 / EC instructions, i.e." in electrical and electronic equipment the use of certain hazardous substance" ( TheRestrictionoftheuseofCertainHazardousSubstancesinElectricalandElectronicEquipment ), referred to as RoHS directive. The European Union from July 1, 2006 onwards, in the new market for electrical and electronic equipment products, restricting the use of lead, mercury, cadmium, hexavalent chromium, six polybrominated biphenyls ( PBB ) and polybrominated diphenyl ethers ( PBDE ) and other six kinds of harmful substances.
The EU RoHS directive officially implemented, although is directed in the Union Territory of sales of all products, actually the EU exports to China products greater impact, because the Chinese domestic product R & D, manufacturing environment and RoHS directive requirements differ greatly, become the de facto technical barriers.
In view of the implementation of RoHS directive on Chinese exports, and domestic environmental protection requirements, the information industry ministry, seven ministries in 2004, introduced the" electronic information products management of pollution control measures", this management approach can also be thought of as the" RoHS" Chinese instruction. Released in February 28, 2006, carry out since March 1, 2007. Let us have a look of China " RoHS" instruction and the EU RoHS directive at different points
The first product sales process. In into a country in a region of product sales before, to collect the local environment protection laws and regulations, whether there is a clear RoHS requirements. Sign contract of purchase and sale, must consider increasing environment protection clause.
Second; product development process. In product development, to design and procurement personnel to carry out the relevant RoHS instruction training, the selection and procurement of raw materials in full compliance with the RoHS directive.
Third; raw materials procurement process. In a large number of procurement of raw materials, to be the qualified supplier evaluation, in addition to its quality system evaluation, but also specifically for RoHS evaluation, and provide three types of information.
* manufacturers to provide professional certification bodies within the validity period of the product testing report, ensure that the purchase of products in line with the RoHS directive requirements.
* manufacturers to provide RoHS certification ( QC080000 ) certificate, to ensure that the products can continue to comply with the RoHS directive.
* manufacturers to provide self declaration, commitment to its products in full compliance with the RoHS directive, so that if a problem, can be to the vendor claims.
Fourth; production process. The production process should pay attention to during the production of lead-free and production tools, accessories line with the requirements of RoHS directive. Electronic products in the production process, through the surface patch welding, soldering, manual welding, testing, assembly, packaging and other links, the links are likely to produce pollution, so that it is not up to the RoHS directive. In particular, when the production line required the production of RoHS and RoHS products, we must pay attention to change the line of work.
In short, due to the domestic economic development level and developed country to still have certain difference, short time fully meet the EU RoHS directive requirement is not realistic, departments need to dominate, company joint efforts, to continue to shorten the gap. On one hand, take the lead by the government to establish social" RoHS" environment, including formulation of the corresponding laws and regulations, standards, norms of product testing and certification body production system; on the other hand, the enterprise from product development to market the products of each link through continuous improvement, ultimately achieve RoHS instruction.| Updated:2011.12.09 Source: Clicks:
